The restrictions regarding non-citizens and foreign companies are as being mentioned in Sections 433A - 433H of the National Land Code 1965.

2. What are the guidelines on property ownership by foreign nationals / companies in the State of Melaka? 
In summary, the Property Ownership Guidelines by Nationals / Foreign Companies in the State of Melaka that is in effect is as follows :-

3. What is the procedure for property application by a foreign nationals / companies in the State of Melaka?
All applications for property ownership by foreign nationals / companies in the State of Melaka are through local (Malaysian) legal services. ii. All process payments and approval notices by check or bank draft are in the name of Pendaftar Hakmilik Geran Tanah Negeri Melaka at the Melaka State Land and Mining Office.

4. If an application to own a property by a foreign citizen / company in the State of Melaka is rejected or the approval is not continued/cancelled by the applicant, can the process fee or approval notice be refunded?
No. All refund applications for process fees and approval notice fees will not be considered and rejected. If the applicant is still interested in the application, the applicant must submit a new application (with a new processing fee) for each application appeal that has been rejected by the State Authority.

5. What is the validity period of approval to own property by a foreign citizen / company in the State of Melaka?
The validity period of approval to own property by foreign nationals / companies in the State of Melaka is two (2) years.
If during that period, the transfer of ownership has not been completed, the applicant can submit an application for the renewal of the approval with a fee as the processing fee according to the transaction for an extension of subsequent two (2) years.
